School of Public Administration

Founded in 2004, the School of Public Administration has 97 full-time faculty, 32 of whom have senior titles. 82% of the teachers hold  masters and doctorate degrees. One teacher at HUM has won the National Outstanding Teacher Award and 6 were appointed the University’s or School’s Academic Leaders. Since 2009, the School began to cultivate postgraduate degrees with Wuhan University, Zhongnan University of Economics and Law, and Liaoning Medical College. There are more than 10 supervisors for the Master’s program. The School consists of 19 teaching sections, 1 English Language Learning Center, 1 Computer Lab and 1 Management Science Laboratory. 8 Master’s courses have been approved for the Excellent Courses of HUM.

Besides this, the School has 5 centers for Key Research in Humanities and the Social Sciences in Hubei Province; this includes the Research Center of Health Management and Health Service Development (the forerunner for social science research in the provincial level of Shiyan City), Medical Humanities Center, Institute of Medical Information and Image Processing and more. The key disciplines at HUM are Chemistry, Social Medicine and Health Service Management, and Computer Applications Technology. HUM is the Training Center for Chinese Doctor Humanistic Medicine Practice Skill and the Shiyan Association for Medical Humanities. HUM has published more than 60 textbooks alone and with the cooperation of other contributors. HUM has had 250 papers published in national core journals, of which more than 60 have been quoted by SCI. HUM has pursued more than 100 research programs both of the provincial level and higher level, including the NSFC.

The School comprises Department of Public Administration (including two majors namely Medical Insurance and Health Law) and the Department of Information Management and Systems. The medical insurance major was first established in China in 1993. The Department of Public Administration aims to produce qualified management personnel with focuses on medical knowledge, health policies and medical insurance. Students who graduate from the Department of Public Administration will be able to undertake jobs in medical health and social security administration. The Department of Information Management and Systems produces qualified students with the knowledge of modern hospital management. These students will have mastered computer science, information technology and information management. Graduates of The Department of Information Management and Systems can be employed by health management administrations, hospital’s information technology management and health information systems.

The School cooperates with overseas universities in joint education programs. HUM is partnered with University of East Anglia from UK, California State University Northridge & Wright State University from the USA, University of Calgary from Canada and Ming Chuan University from Taiwan region. The scholars and professors from our partnered universities are often invited to give lectures at HUM. Currently, HUM has conducted the 2+2 program with California State University, Northridge (CSUN) on Public Administration; students enrolled officially at HUM will stay for the first two years, after that the students go to CSUN to pursue further study for the following 2 years. When students in the 2+2 program complete all the credits as required, they get their diplomas from both universities.
